MESSAGE FROM THE PRESIDENT

 


MAY BOARD MEETING:

Our May 23, 2006 meeting of the Board of Directors was held as scheduled. Attendance included all five members of the Board of Directors, Chairpersons from our Budget and Maintenance Committee s, Elliot Marks, President of Lone Star Termite and Pest Control, Grant Davis and Jon Spragle from PAO, Lisa Moreno from Optimum Property Management and five association homeowners. 

Homeowner issues included a discussion of architectural approval practices and two homeowners were called to the board for unresolved hearing issues.  Both issues were resolved to the board and homeowner's satisfaction. 

Each year in California , the state legislature enacts laws that change community governing practices.  To meet this years requirements the board of directors adopted new election rules which you will be receiving in a separate mailing prior to July 1, 2006 .  It is now more important than ever that every homeowner participates in our annual election for board members in order for our community to operate in an effective and efficient manner.

The budget committee along with Optimum came to this meeting prepared to present the board with the necessary paperwork to implement a laddered Certificate of Deposit investment program through Smith Barney.  Due to the amount of money we now have in reserves and assessment funds for the renovation project along with the recent improvements in short term interest rates, this will provide the Association with increased interest income this year on the reserve funds and renovation funds until the renovation funds are paid to the contractors.

 

EXTERIOR RENEWAL PROJECT:

Elliot Marks, President of Lone Star Termite & Pest Control reported that the fumigation process is on schedule as planned.  All but one homeowner had attended the education and training sessions as of this time.  The process will be completed by mid June as scheduled.  Again, should you have any questions regarding this process, please contact Lone Star at (714)526-2847.

Grant Davis from PAO reported that the contractor that the board chose to complete the wood repair and painting portions of our project failed to produce the bond required for them to get this job.  Being aware of this contingency for a couple of weeks, Grant had gone back to the original bidders and requested that they rework their bids for this job.  I am happy to report that Professional Services, Inc. (PSC) of Rancho Santa Margarita, CA. re-bid the job within a very close range of Bridgeport Builders who we had originally awarded the contract.  PSC is financially very strong and has been in the contractor business for 26 years.  PSC has never failed to complete a contract and has averaged around $14 million in construction volume for the last five years.

The board unanimously voted to approve PSC as our contractor for the renovation project.

We are hoping to complete our contract with PSC by mid June.  In preliminary discussions, it looks like they will be able to set up their construction site in the lower section in and around the green belt area at Rainbow Falls and Crystal Pool.  Hopefully work will get underway by the beginning of July.  This is anticipated to be a 7-month project.

 

Homeowners will find written notification of when work will be done on individual buildings.  These notices will be provided by PSC to let the homeowner know when work will start.  Please read these notifications carefully as they will have instructions and directions for homeowner actions required during this process.   All questions relating to this process should be directed to PSC at the telephone numbers provided on the notification.

Please remember that ALL fireworks are illegal in this City.  Plan to attend a local show sponsored by the City rather than partaking in illegal fireworks!  In private hands, fireworks create an unacceptable danger to people and a serious fire danger to our community.
