MESSAGE FROM THE PRESIDENT
April’s Board of Directors Meeting was held as scheduled on April 26, 2005. The homeowners’ forum session raised issues regarding parking and Master Association landscape maintenance. The board approved our fiscal year 2005/2006 Goals for the Garden Homes Maintenance Association. Committee reports were received and accepted from both the Budget and Maintenance Committees. A discussion item of general interest was the review of bids for street repairs. Approval was given to remove and replace nine areas of cracked asphalt and to fill cracks up to ˝ wide with hot rubberized crack sealant.
A special mailing went out to all homeowners and residents on the 18th of April announcing the property wide survey underway by Pulaski Arita Olsson Inc. (PAO). The initial findings of this survey along with options and estimates of probable cost are scheduled to be presented to members of our Maintenance Committee and our Board of Directors in mid May. The completed survey is scheduled to be presented to our entire membership at a
TOWN HALL MEETING to be held at the Turtle Rock Community Center, 1 Sunnyhill, Irvine, at 7 PM, Wednesday, June 22, 2005.
The homeowners will then have a month to consider and discuss the survey results.
A second TOWN HALL MEETING will be held at the same location and time on Wednesday, July 20, 2005 to present the recommended alternative and associated costs.
Since this is the first comprehensive evaluation and renovation project in our Association’s history, I encourage all homeowners to participate in these important events. The direction developed from these meetings will shape the plan for maintaining and enhancing the future value of our entire community. Your input is important. Please participate in these two important meetings.
These meetings will be forwarded with a ballot being sent to all homeowners to vote on the proposed action to be taken.

WHO IS PAO?
Pulaski Arita Olsson, Inc.
· PAO is comprised of Architects, Construction Managers, Building Science Professionals, and Licensed Contractors.
· PAO specializes in investigations, engineering, and construction management of community association reconstruction projects.
· PAO was established in 1964 and specializes in associations like ours. They are based in Newport Beach.
· PAO was retained by the Board of Directors to evaluate the current conditions of Garden Homes Maintenance Association and to advise on the best methods for completing required repairs and reconstruction.
2005/2006 GOALS
Garden Homes Maintenance Association
The Garden Homes Board of Directors has established the following goals to focus on in our fiscal year 2005/2006.
· Establish a comprehensive Strategic Plan for Cost Effective Maintenance of our homes.
· Initiate the Building Exterior Renewal Program, complete Phase I Homeowner approval, and begin Phase 2 Implementation.
· Continue our Landscape Rejuvenation project once the Building Exterior Renewal Plan is established in order to prevent damage to new landscaping.
· Maximize the use of our Standing Committees to efficiently manage our association and better share our volunteer workload.
· Manage operating expenses to the approved budget.
· Manage the reserve accounts consistent with the Strategic Plan.
As reported to you in our March Newsletter, the issue concerning gas leaks was raised during our homeowners’ forum portion of our board meeting. The board voted to hire "The Gas Company" to perform a special leak survey for the entire Garden Homes Association. We are happy to report that the survey was completed in late April and a number of leaks were uncovered. These leaks have been corrected and the board feels this issue has been satisfactorily addressed and completed.
The best way to have a great neighborhood is to be a great neighbor. The best way to be a great neighbor is to volunteer a few hours of your time each month to your favorite committee. We have active projects being worked on by our Architectural, Budget, Communications, Landscape, Maintenance, Parking and Welcome Committees. These committees assist the Board of Directors in the running and management of our neighborhood. Be a great neighbor and participate. The Board of Directors meets every month on the 4th Tuesday at 7:00 p.m. at the Turtle Rock Community Center. Homeowners are welcome and encouraged to attend the general session. The homeowner forum portion, which is when the homeowner may address the board with questions or concerns, is held right at the start of the meeting at 7:00, so be prompt if you wish to speak.
If you are unable to attend a board meeting, you may also submit your requests or concerns in writing to the Board of Directors, c/o Optimum Property Management. Your written request will be included with the Directors Report and reviewed by the board at their upcoming meeting.
