The results of our Annual Garden Homes Board of Directors election were tabulated at our October Association Meeting. Three (3) directors were elected for a two (2) year term. They are Ray Clark, Eileen Morris, and David Wise. Two (2) Directors, Larry Rutherford and Don Siriani, have one year remaining on their two (2) year term. The new director board then elected officers as follows:

Our outgoing Board President, John Gustafson has volunteered to continue supporting our community by working with the Maintenance Committee and ex-Board Secretary, Alex Slonicki will continue to work with the Landscape Committee.

Your Board of Directors thanks everyone for their participation in this year’s election process. We especially want to thank John and Alex for their many years of service to our Association. Literally these two gentlemen performed hundreds of hours of community service and we thank them for it.

2004 GOALS

The Garden Homes Board of Directors established goals they were focusing on for 2004, which are listed as follows:
1) Complete four of the remaining ten sections of the Landscape Rejuvenation under budget by the end of the year.
2) Develop a comprehensive strategic plan for cost effective maintenance of the wood structures including alternate material to replace cedar siding.
3) Manage operating expenses to the approved budget.
4) Build reserve accounts to achieve at least 80% of recommended funding as measured by the Reserve Study prepared for 2004/2005 fiscal year by Advanced Reserved Solutions.
 

COMMITTEES

We currently have activity going on with a number of community committees. These include Budget, Maintenance, Landscape, Communications, Architectural, and Welcome Committees. These committees assist the Board with the running of our Association. Please review our new Website at www.turtlerockglen.com to learn more about what is going on with each of these groups. We are in the process of updating the site and it will be the place to see what is going on with each committee. The Communications Committee has been working with our volunteer webmasters, Kelly McClellan, Brad Denny and Abby Don, to create our new website: www.turtlerockglen.com
We are happy to say the site is well on it’s way to completion. Thank you Kelly, Brad and Abby, for making this site user friendly and easy to navigate.
 

LANDSCAPE RENOVATION

The Garden Homes Homeowners Association has completed Phases 3 and 4 of the landscape renovation plan. These phases include the entry of Starcrest and Canyon Ridge in the upper section and the bottom of Rainbow Falls in the lower sections. The 5th phase, Deep Creek at Canyon Ridge, is scheduled to be done at the end of November into early December. This will complete our work on this project for this year. We plan to start the next phases beginning next summer.
 

INDIVIDUAL LANDSCAPE MAINTENANCE

This is a reminder that all homeowners must maintain and trim trees so they do not extend above the roofline. Trees and plants have grown quickly during the summer months, and it is time again for all homeowners to trim trees below the roofline of their homes.
 

ORANGE COAST BUILDING SERVICES

Orange Coast Building Services inspection commenced on September 13, 2004. The purpose of this general exterior inspection is to determine the extent of wood repairs that may be required of each home. Door hangers will be distributed to each home to inform homeowners when Orange Coast Building Services will be in your area. When you receive the door hanger, please remember to unlock your gates so Orange Coast Building Services may have access to all sides of your home to complete the exterior inspection. Thank you in advance for your cooperation.
 

BALCONY MAINTENANCE

The repair and maintenance of the floor surface of the balcony of our homes is the obligation of each homeowner. Now is the time to inspect and repair surfaces that require repairs. This could prevent serious water damage to the structure and future cost to you.

You may recall that some months ago, we had a vendor volunteer to inspect our decks. Unfortunately, that vendor is no longer servicing our association. We did learn however, that approximately 70% of the homes that were inspected were in need of deck repair. Chances are your deck is included in this category.

Please do your part to help our association. High assessment fees are a direct result of costs incurred. This is an area that each of us can contribute. By acting responsibly for our individual repair and maintenance obligations, we can help keep our home value up and our costs down.
 

WATER DAMAGE ALERT!!

Our sprinkling system, which allows our landscape to grow and flourish, can cause extensive damage to our housing structures. We are asking ALL HOMEOWNERS to check around their home to make sure the water from the sprinklers is not watering your house. This COST IS INCURRED BY ALL HOMEWOWNERS!!! If you see water damage, please report your findings to Optimum Property Management. This is a very serious matter and we need everyone’s participation with this issue.

BOARD MEETINGS

The Board of Directors meets every month on the 4th Tuesday at 7:00 p.m. at the Turtle Rock Community Center. Homeowners are welcome and encouraged to attend the general session. The homeowner forum portion, which is when the homeowner may address the board with questions or concerns, is held right at the start of the meeting at 7:00, so be prompt if you wish to speak.

If you are unable to attend a board meeting, you may also submit your requests or concerns in writing to the Board of Directors, c/o Optimum Property Management. Your written request will be included with the Directors Report and reviewed by the board at their upcoming meeting.

The Board of Directors spends many volunteer hours running the business of the association and truly wants your input as they work through accomplishing these goals. After all, it is your association, and the elected directors work toward achieving the best community for you, the members. You are welcome to attend the board meetings on the 4th Tuesday of each month at 7:00 p.m. at the Turtle Rock Community Center. See you there!

COMMITTEES

The Committees are: Budget, Communications, Area Representatives (Street Captains), Website, Newsletter, Maintenance, Landscape, Parking, Welcome, and Architectural.

At this time, the Communication Committee consists of three different, but interdependent areas: AREA REPRESENTATIVES, WEBSITE, and NEWSLETTER. We have two volunteers for the communications committee: Sharon Roadman and Lea Peterson. You may contact Lea Peterson at::

The Welcome Committee has been established and has three members.

The Landscape Committee is already functioning and meets once a month on the second Thursday of the month at 7:00 p.m. If you are interested in attending this meeting, please call the property manager for the location.

AREA REPRESENTATIVES

Since we have six streets in the community, it would be great to have at least six people start this committee. The area representatives will be responsible for communicating sectional needs to the board for speedy action, will attend board meetings and will communicate to his/her, group as to the actions that have been and/or will be taken by the board. Approximate time commitment: is 4 to 6 hours each month.

INDIVIDUAL LANDSCAPE MAINTENANCE

CONTRACTORS NEEDED

If you are a contractor or have past contractor experience, we need your help. Your "Maintenance Committee" is just getting started. This committee is being put in place to take a serious look at the condition of our homes and will advise our Board of Directors on what our best options are to maintain the outside integrity of our buildings. We need your expertise and input to make sure we are evaluating all of the best options for our building maintenance.

Please give a few hours of your time each month to make sure the best decisions are being made regarding one of your important assets, your home.

TREES ARE BEING COUNTED AND TAGGED
THE BOARD OF DIRECTORS RECENTLY HIRED AN ARBORIST TO COUNT AND TAG ALL OF OUR TREES. THEY WILL EACH HAVE A NUMBER AND BE PLOTTED ON A MAP FOR FUTURE REFERENCE. THIS WILL TAKE ABOUT TWO MONTHS TO COMPLETE.
A REPORT WILL BE GIVEN TO THE BOARD TO REVIEW AND MAKE A DECISION REGARDING TRIMMING AND REMOVAL OF TREES IN ALL COMMON AREAS.

The Garden Homes Maintenance Association has begun landscape renovation on Canyon Ridge. Planting will begin soon. Mission Landscape is working diligently to complete the planting which will beautify the area.

ASSESSMENTS

As a reminder, the Garden Homes monthly assessment is $330.00 per month as of March 1, 2004. The assessments are due on the 1st and must be received by the 30th to avoid a $10.00 late fee. If you have an automatic bill payment service, please notify them of the new amount. If you have any questions, feel free to contact Optimum's billing department at ext. 235.

POOL HEAT TO BE TURNED OFF FOR WINTER MONTHS

The pool heat will be turned off in November. The spa heater will still be available.

CAUTION - PLEASE DO NOT TURN THE SPA OFF BY THE EMERGENCY SWITCH UNLESS IT IS A REAL EMERGENCY. WHEN USING THE SPA, IF YOU LEAVE BEFORE THE TIMER IS FINISHED, LET THE TIME RUN OUT ON IT'S OWN. EVERY TIME YOU TURN THE EMERGENCY SWITCH OFF IT SHUTS DOWN THE HEATER AND WE RECEIVE CALLS FOR MAINTENANCE, THAT COSTS THE ASSOCIATION EXTRA MONEY!
